Ecuador Issues Revision to Proposed Sanitary Technical Regulation

On 02 November 2021, the Ecuadorian Agencia Nacional de Regulación Sanitaria, Control y vigilancia (National Agency for Sanitary Regulation, Control and Surveillance; Agencia)  notified the World Trade Organization (WTO) of a revision (“Revision”) to its proposed Reglamento Técnico Sanitario Sustituto para la emisión de certificados sanitarios, y el control y vigilancia de plaguicidas de uso doméstico, industrial y de salud pública (“Substitute Sanitary Technical Regulation for the issuance of sanitary certificates for, and the control and surveillance of pesticides for domestic, industrial and public health use”). The Revision, issued pursuant to Resolution ARCSA-DE-2021-004-AKRG of 6 October 2021 by the Agencia, took effect 06 November 2021 with its publication in the Official Journal.

The Revision regulates the issuance, amendment, renewal, suspension and cancellation of sanitary certificates for domestic and foreign pesticides for household, industrial and public health use, and the conditions under which the control and surveillance of such products are carried out. The Revision is binding for all natural and legal persons responsible for the manufacture, importation, exportation, storage, distribution and marketing of chemical and biological pesticides for domestic, industrial and public health use, which are marketed throughout the national territory.
